Medicare IRMAA After Retirement: New Decision or Appeal?
Match the request to the reason for your surcharge.
An income-related monthly adjustment amount (IRMAA) increases Medicare Part B or Part D costs. If retirement reduced your income, check which request fits the reason for the charge.
Start with the information used
SSA’s premium guide says 2026 determinations generally use 2024 tax information, sometimes 2023. Check the tax year and income on your notice rather than assuming the charge reflects your current paycheck.
A new decision is not automatically an appeal
SSA’s July 2026 explanation distinguishes requesting a new decision after certain income changes or an amended return from appealing a determination you disagree with. You do not have to appeal simply to obtain a new decision.
SSA lists stopping work or reducing work hours, by you or your spouse, among qualifying changes. The income reduction must affect the income level SSA considers; retirement alone does not establish the amount of any reduction.
Build the life-changing-event record
The SSA-44 instructions require evidence of both the event and the more recent income. For work stoppage or reduction, examples include an employer’s signed statement or pay stubs. Ask SSA about alternatives if those records are unavailable.
Identify the appropriate tax year and filing status. Modified adjusted gross income here includes adjusted gross income plus tax-exempt interest—not merely your new monthly wage. The instructions explain when to use an estimate and when to report a further reduction expected next year.
If the relevant return is filed, provide a signed copy or IRS transcript. If using an estimate, supply the return after filing and tell SSA when the estimate changes; later verification can produce corrections.
Use SSA’s official request page to submit SSA-44 online, or send the completed form and evidence to a Social Security office by fax or mail.
If an amended return changed the income used, SSA asks for the amended return and IRS acknowledgment receipt. Disagreement with the MAGI information supplied by the IRS requires correcting it with the IRS.
If you contest the determination
The appeal route allows an online request with supporting documents or written Form SSA-561-U2. A disagreement with the reconsideration decision can proceed to an administrative law judge hearing. Follow the instructions in your notice and ask SSA which route addresses your issue.
